On April 3, President Trump signed H. J. Res. 83, the Congressional Review Act (CRA) resolution to nullify the Occupational Health and Safety Administration’s (OSHA) “Volk’s Rule” that would have expanded the statute of limitations to issue citations for recordkeeping violations from six months to five years. This is the second CRA signed by the President to invalidate a Department of Labor rule from the Obama Administration. The President signed H. J. Res. 37 on March 27 to nullify “blacklisting” regulations regarding federal contractors.
