Operation Clean Sweep Releases 2024 Global Impact Report

WASHINGTON, D.C. (May 6, 2025) —Operation Clean Sweep®, which is jointly administered by the Plastics Industry Association (PLASTICS) and the American Chemistry Council (ACC), has released its 2024 OCS Global Impact Report.

The report highlights how OCS is advancing resin loss prevention across more than 65 countries, ranging from growth in industry participation to increases in program rigor and transparency through data reporting and external inspections. Notably, more than 200 external inspections were conducted by independent inspectors globally in 2024, verifying that strategies to prevent loss of pellets, flake, and powder to the environment were successfully implemented at the facility-level.

“Operation Clean Sweep® continues to expand across the globe, now in over 65 countries, showing the plastics industry’s commitment to keep preproduction plastic out of the environment,” said PLASTICS President and CEO Matt Seaholm. “This year’s report demonstrates that commitment through real progress—over 200 external inspections conducted in 2024 globally. With growing industry participation and increased transparency through rigorous data reporting and third-party engagement, OCS is driving meaningful improvements in resin loss prevention worldwide.”

“Operation Clean Sweep® is proof that when the entire plastics value chain works together, we can drive real environmental results. This year’s report highlights how collaboration, transparency, and innovation are helping prevent resin loss and move us closer to a circular economy,” said Ross Eisenberg, Vice President, Plastics Division, American Chemistry Council.

Highlights from the 2024 OCS Global Impact Report include:

  • More than 60% of U.S. plastic resin production capacity is at an OCS member facility.
  • OCS Logistics and OCS Rail were launched to provide tailored support for critical supply chain partners, including trucking companies, railroads, distributors, and service providers.
  • U.S.-based OCS members trained more than 20,000 workers on the importance of zero plastic resin loss and strategies for resin loss prevention.
  • The U.S. data reporting program also increased its rigor by shifting from annual to quarterly reporting, enhancing transparency and accountability across participating facilities.

Operation Clean Sweep was founded by the Plastics Industry Association in 1991 and is managed in partnership with the American Chemistry Council’s Plastics Division. The industry-led program is dedicated to helping companies move toward zero plastic resin loss and is active in more than 60 countries worldwide. OCS members in the U.S. represent the full plastics value chain, ranging from companies making and distributing plastic, to transportation companies moving plastic, and processors manufacturing final products.

The Plastics Industry Association (PLASTICS) is the only organization that supports the entire plastics supply chain, including Equipment Suppliers, Material Suppliers, Processors, and Recyclers, representing over one million workers in our $519 billion U.S. industry. PLASTICS advances the priorities of our members who are dedicated to investing in technologies that improve capabilities and advances in recycling and sustainability and providing essential products that allow for the protection and safety of our lives. Since 1937, PLASTICS has been working to make its members, and the eighth largest U.S. manufacturing industry, more globally competitive while supporting circularity through educational initiatives, industry-leading insights and events, convening opportunities and policy advocacy, including the largest plastics trade show in the Americas, NPE: The Plastics Show.

The American Chemistry Council’s Plastics Division represents America’s Plastic MakersSM and the hundreds of thousands of scientists, engineers and technicians who develop plastics essential to modern life. From healthcare and clean energy to transportation and safe food and water, plastics drive innovation and strengthen the U.S. economy by supporting key industries and creating well-paying jobs. Companies are investing billions annually in U.S. production and recycling, advancing manufacturing and efficiency across economic sectors. We envision a future where all plastic products are reused or recycled, conserving resources and creating a cleaner, safer and more resilient world.
